BBC’s principals have been involved in some of the most impactful legislation and policies in California and nationally over the past 30+ years. Partner Gary Condit, in addition to founding key moderate groups within the California legislature and the California congressional delegation, was a guiding force in Agricultural and Water policy and was also author of legislation that became the landmark Health Insurance Portability and Accountability Act (HIPAA). Partner Kelly Boyd helped write many of California’s energy and environmental policies and was a key voice in the state’s legislation opening up cable franchises to competition and merging the communications and video markets, in increasing the state’s Renewables Portfolio Standard (RPS) and Energy Storage targets and works extensively in clean power, water and technology convergence issues for her clients and the public. Partner Jarhett Blonien, after working for the Department of Justice’s environmental section, among others, has been heavily engaged in state gaming law, licensing and compliance issues, especially with regard to management of competing interests of different gaming entities.
